The Investigations and Enforcement Unit is a branch of the Municipal and Housing Affairs Ontario Ministry.

After power to my apartment was cut and harassment began in earnest, I called 416-585-7214 or 1-888-772-9277 on Thu, February 6, 2014 to file a complaint and reached Ms Bhavani Somasundaram who did intake 14-171-08-003. Ms Somasundaram wanted to know if I called the Landlord. I explained that I called the phone number from the N4 more than once, leaving messages, and also emailed Francois Deribere. At the end she stated that even though I had started an application with LTB she does not think this falls under the jurisdiction of her Unit ("you have no standing"). Ms Bhavani Somasundaram advised me to call again once I have the application file number from LTB, as that seemed to be the stumbling block in her investigation.

I was advised that Ms Somasundaram's decision to delay her investigation is incorrect and regardless of my "standing" (a term that seems improperly used in the context) or lack thereof, the ministry should have still upheld the law, especially since there is no question that from the Landlord's perspective the apartment is fully paid and the Toronto Hydro account is in good standing. In subsequent phone calls, I was told that once an Investigation Officer opens a file or does an intake, I can only talk to that particular officer.

I have emailed Minister Linda Jeffrey the attached summary and then faxed (416-585-6464) another summary including the file number of my T2 application as soon as I got it from LTB. I have yet to follow up to get an update on the work that has been done on this file.
